On it's face The National Institute and Center for Experiments, or better known as the N.I.C.E. or the Institute, is a long-standing place of education within The Empire. A place of high learning, it is very selective of it's students, and attempts to maintain a low profile.
In truth it is a front for Jonathan Wither and Augustus Frost's secret organization. With connections all over the world, Frost and Wither are silently some of the most powerful men in the world. From having men in the local market, to having the Emperor in their pocket, the deep network is only half as big as the conspiracy behind it. Not merely a front, the Institute serves as a hub for their operations, as well as a place of resources to carry out their plans.
